Faber Maunsell (now known as Aecom) was commissioned to produce the Strategic Flood Risk Assessment (SFRA) for the district.
SFRAs are intended to guide development decisions, both individual and strategic though the Local Development Framework. The Assessment was prepared in accordance with Planning Policy Statement 25 (PPS25): Development and Flood Risk and its Practice Guide Companion and with the support of the Environment Agency and Southern Water.
The SFRA is to be used as a tool for assessing flood risk from various sources of flooding: fluvial, tidal, groundwater, sewers, surface water and infrastructure failure. It does not in itself determine whether any given land use is acceptable for any given site as it does not take into consideration other relevant material planning considerations. The aim is to avoid inappropriate development in areas at risk of flooding and make areas safe without increasing risk elsewhere where new development is, exceptionally, necessary in flood risk areas. Steering development away from the highest flood zones comes under the scope of the Sequential Test, which is a key element of PPS25.
The Assessment is made up of two stages: Level 1 and Level 2. Level 1 is primarily a desk based study which involved:
Level 2 offers a more detailed study and is used to facilitate the application of the Exception Test, taking into account the presence of flood risk management measures such as flood defences. Level 2 SFRAs should contain:
"Developed areas are not generally part of the floodplain. Only water compatible and essential infrastructure are considered suitable development types in the functional floodplain" (para. 4.91 of Planning Policy Statement 25 Practice Guide).
As a result of this clarification, currently developed areas in the District identified in the SFRA as being in the functional floodplain (Flood Zone 3b) are considered, following consultation with the Environment Agency, as being in Flood Zone 3a unless expressly stated otherwise.
